This is card editing, more or less historically left in this menu. Here you can configure how a "class" of cards should behave. Meaning if a bunch of cards have recognizably the same behaviour you can set it here and do not have to set it by hand to every single card.
Lets have a look at a screenshot.
Card template configuration
Here you can see (which might surprise you...) that a land is configured that it gives a player one mana of its current color. This behaviour is NOT hardcoded in JPortal, it is set to the card type "Basic Land" as the default behaviour for the situation key "CARD TAPPED".
To have card templates configurable makes it most easy (well...) to change behaviours or add behaviours to a whole card family. Or give effects to cards which might otherwise hard to achieve.
Example:
(Which is a bad example since its obsolete - but should prove a point :-) )
For a certain time it was possible to "undo" attacking in JPortal. (That vanished some time ago, since more and more stuff occured which was not really undoable). Anyways... to help to implement the card "Taunt" I invented a new ability "AttackNotReversable" and gave that to all creatures of the allured player as a temporary ability. I declared here for the type Creature, the ability AttackNotReversable and the situation key CARD UNDO DECLARE AS ATTACKER following two lines:
bRet=false;
reason="Creature has AttackNotReversible";
-feature implemented!
Another example, blocking or not blocking of flying creatures. I declared here for the type Creature, the ability Flying and the situation key ATTACKER ACCEPT BLOCKER following lines:
bRet=false;
if (blocker.hasAbility("Flying") ) bRet=true;
if (blocker.hasAbility("Reach") ) bRet=true;
if (!bRet) reason="blocker can't defend Flying";
-feature implemented!
There are a couple of more examples, like Defender, Vigilance, the walks... (also for wrath the new ability NoRevival :-) )
